Putting Learners at the Centre – reform of Post 16 Education and Training in Scotland

Articulating the Voice of Employers / the Wider Economy

A high performing education and skills system is an essential component of building the workforce to maintain Scotland’s competitiveness and sustainable economic growth. In September 2011 the Scottish Government outlined a package of new measures designed to reform the post 16 education and training system in Scotland to improve opportunities for young people and better support jobs and growth.

The paper Putting Learners at the Centre – Delivering our Ambitions for Post-16 Education was published on 15 September. That consultation is now closed and we are currently analysing the responses.

In addition we would like to drill down further to examine how we can ensure that the needs of business and the wider economy are effectively addressed by the post 16 education and skills system and where there might be opportunities for more co-investment in skills solutions between employers and government.

Your responses to the following short questionnaire will be extremely helpful in shaping our recommendations…

Please click on the link provided to complete the survey: http://www.surveymonkey.com/s/JB3J52K

Your time is greatly appreciated.

Thanks

A DOZEN local lads have clinched apprenticeships on a local River Clyde Homes development, through construction giant Lovell.
Five joiners, two builders, two plumbers, two painters and an electrician have been taken on by the building firm and their sub-contractors.
Lovell’s construction manager John Cairns is Greenock-born and bred and was delighted to offer the three-year traineeships in conjuction with the Inverclyde Community Development Trust.
Mr Cairns said: “it’s a great opportunity for them – I served my time in Greenock as an apprentice and being local myself I know how difficult it is for young people to get employment in construction.”
“I’m delighted to create the same opportunities I had.”
The apprentices are currently working on Lovell sites in Port Glasgow for River Clyde Homes.
The firm is building a total of 195 homes for RCH across three sites in the town – Parkhill Avenue, Oronsay Avenue and Moray Road.
Three of the apprentices completed part of their traineeship elsewhere before being laid off due to the recession.
Brickie Paul McGahey, 21, from the west end, said: “It’s great – I started my time with a Gourock bricklayer but was laid off after four months. But I still went to college for a year and a half unpaid. I’m going into my third year and I hope to do an HNC. It was hard going but I was determined to do it.”
“I’ve only been on the site for 10 months out of my three years, and nine months of that has been with Lovell. Theyr’e a brilliant company, they look after you and make sure you have the right skills. It’s given me a fresh start.”

Robert Docherty, also 21, from Mallard Crescent in Greenock, was working as a joiner on a major housing development in Irvine, but was laid off because of the economic downturn.
He said: “I’m chuffed to bits – I want to get my time served. It’s a good company to work for and my boss is brand new. There’s a lot of opportunities”
Lynne Carr, chief executive of River Clyde Homes, said: “As part of our commitment to creating employment through our multi-million pound regeneration programme, it is a condition of our contracts that local apprentices should be engaged.”
“We are delighted Lovell and their sub-contractors have managed to take on so many apprentices, and have out-performed their contractual commitments.”
“We wish these young people well in their future careers.”
Kevin Millar, of Inverclyde Community Development Trust, added: “We are delighted to have supported River Clyde Homes in securing these apprenticeship opportunities for local Inverclyde residents.
“The Trust would also like to thank Lovell Partnerships for their continued compliance and assistance in exceeding their contractual community benefit obligations.
